Reclassification & Alternatives to Incarceration

Already this year we've seen more news stories than I for one can recently recall focusing on the impact the economic downturn has had on our state and local criminal justice systems' abilities to function. Beginning with the January 7 Washington Post op-ed by Newt Gingrich and Pat Nolan, calling on conservatives to lead the national conversation on sentencing reform, we've also posted stories from Indiana (twice), Minnesota, Ohio and Oklahoma.

So what's causing this new, increased focus? And what solutions are we missing that we might also want to consider putting forward, in addition to (or instead of) reclassification of crimes to infractions, for example?  We're interested to hear your thoughts.
